July 11 2024, CAM committee meeting

One take away from the meeting, the CAM budget items to be presented during the financial meeting7/18. The specific items were not discussed. I picked up a few things along the way,.  There will be a CAM budget preparation meeting next week, unknown date.


1. Forest Service Grant Received a handout, 2024 Invasive plant grant (IPG) application questions. It documents evasive species area, approximately 39 acres. Worst of the worst. Map is included. Timeline is included. Application grant to be sent to Forest Service Tuesday July 16. Anticipate hearing about approval or disapproval by Nov. Can start removal of invasive species by Dec or Jan.  Recommend rejuvenation after elimination based on science not aesthetics.  

It is not recommended to mow because it spreads seed. Invasive species love the sun. Trees like the shade. 

 Also recommends spraying herbicide to eliminate invasive species, but then you have to maintain this spraying periodically. 

Must be trained/certified to use these poisons.  

$$$$ May have budget item for outside service to spray after invasive eliminations.  

$$$$  Need more CAM staff. 

Golf course spends 260K for their guys and we spend 150K for 14 guys.  

Many more grants are available, this will be looked at later. 

$$$$ If CAM doesn’t get the grant, the board will have to deal with the expenses.


2. Handout presented ‘Care of desert adapted plants.’  The handout will be read, explains tree planting, trimming and care.  Recommend shade type trees for the walkers.  Next meeting committee will be briefed.

3. Level 4 and 5 Recommend a separate email message instead of the Monday message posting. CAM is at the bottom of the Monday message and usually missed. Level 4 and 5 will be separated as of July 15. 

$$$$  Some of level 4 (8’ from walls) will be performed by outside landscaping company.  Recommend Swales to be done regardless of level 4.

A chart was displayed of all units and when to expect CAM level 4 and 5 clean up .

Level 4 will be done by 2024, 1-2 times a year.

 Level 5 will be done by 2025, every 1-1.5 years.

4. Survey results from unit 45 and one other.  Comments send to the CAM committee,  didn’t go over it in the meeting.  Charts were presented with the survey questions and number of yes/nos.  Recommend going back to the people who responded no, ask them further.  Or recommend a pop-up message during survey.  Committee recommended continuing the survey.

5. CAM Policy draft Several changes, didn’t get through the complete draft, to continue next week.  

Big change says homeowners own the common areas, not the HOA  .

Big goal is to clarify levels 1-6. 

Does street sweeping belong in the common area? Don’t put this in the policy until the question is resolved. Where in the budget does this belong?

7. Several residents are saying they can’t get insurance because of the fire hazards. A Fire Marshal may come in to take a look.
